Yes. You are the owner of the property. As long as the payments are completed or negotiated you are the owner of the property.

How do I purchase a home? What is the buying process?
A refundable deposit of $5,000 USD is made to reserve the property (for up to 15 days). This deposit is used towards the payment of the property.
A real estate agent will help you negotiate the terms of payment with you.
Note: There are no real estate agent fees you need to pay. The real estate agent service is free, as sellers pay the fee in Mexico (Different from other countries).
If you decide within 15 days to not purchase the property then the property is made available for others to purchase, and you are refunded your $5,000 USD deposit.
